In some cases, because the molding technique produces rounded edges and concave facets the “stones” are put through a polishing step followed by additional enhancements such as the powder coating you referenced or foil backing, etc. Another interesting point is that glass gemstone imitations are typically made from leaded glass, also known as flint glass since it has a higher refractive index.
